Evil Team Speculation

Nope! That is part of their plan, but the ultimate goal of taking control of the Radio Tower was to attempt to contact Giovanni to tell him that Team Rocket was up and running again. Also, the reach of the Radio Signal doesn't go across the world. The Rocket executive at the top of the radio tower mentions that "we will control all the Pokemon nationwide!" They would have control of all the Pokemon in the Johto region, but what they intend to use the Pokemon for is never really made clear.
Oh, ok. I haven't played Johto in a few years, so my memory was kind of foggy.

I imagine they'd use it to build a Pokemon army. It would definitely help them return to power if they had all of a region's Pokemon at their command. Assuming the signal effects trainers' Pokemon and not just wild Pokemon, they'd have to have their base Hyper Beamed from Kanto or maybe the sky in order to be stopped.

That's the most likely outcome for sure. Though Team Rocket isn't too bright, so for all we know they'd just open more Casinos and give the Pokemon away as prizes. XD

Back to Sun and Moon though, I just really hope they aren't involved with the Legendaries this time around. I really miss the Red/Gold approach to legendaries where you just kind of stumble upon them if you explore. I love how in Gold/Silver you go to the Burned Tower for the first time, run into three generic monster sprites and they all just leave. At that point you're like "huh....I guess that just happened...." and you forget about it. Eventually when you're beating up Stantlers for tons of points you bump into this huge friggin' beast and you're like "WHAT ON EARTH IS THAT?!!!" It immediately runs away, and you're left wondering what the heck you just saw.

Moments like that are what legendaries should be all about, and after the really great Regi puzzle in Ruby/Sapphire, they kind of just gave up on making you look for Legendaries in Pokemon games. Usually they just rehash the roaming Pokemon in more and more clumsy ways than how they did it in Gold.
