You can obtain an Upgrade if you talk to Professor Oak in Orebourgh Town, his place is next to the GYM at the bottom. I'm not sure if it's Orebourgh, so you might have to check, it's the one with the Bicycle Shop. Just go down, and there's a house to the left of the Gym.
