Evolving question

I have beat Darkrai(FINALLY), recruited Manaphy, got the Marine Resort dungeon, but I STILL CAN'T EVOLVE MY STARTERS. Do I need to recruit Dialga and/or Palkia? I read on other forums that said that that was what you have to do.

Actually, you just have to recruit Palkia.

Only Palkia? or both? because all the sites I saw said both.

Actually, it was recently discovered that only Palkia needs to be recruited.

And if you can't evolve them then, then recruit Dialga.
