Evolving your starter and partner in Time

I have beaten Darkrai, and recruited Palkia and Dialga. Now why can't I evolve?

Have you unlocked Marine Resort? After beating Darkrai wait a few days and do jobs and stuff and Manaphy will come back from the Sea and join your rescue team. Wait a few more days (more jobs) and Manaphy will tell you about the Marine Resort and you can evolve then by going to Luminous Spring

Adding on to what Dark Master has said, You don't need to get through all of Marine Resort, You can evolve straight away when he tells you.
