So help me out guys. I'm trying to understand what the heck EV's are. I know they stand for Effort Values...but that's about it. How do you get them, how can you change them, what can you do with them, etc.?

Its basically the principle that a pokemon that fights firsthand gets more stats than a pokemon trained using rare candies.

How would two Rattata differ in stats if both were caught at the same level, and one was trained, while the other leveled up through rare candies?

Panfisha knows what he's on about but has totally missed the Point, Ev's are Special point awarded in battle, The Ev's you get depends on which Pokemon you battled and for every 4 you get in one stat that stat goes up by one extra when they Level up, they are also only in the game for one reason, Battling Friends, ingame they are worthless because you can easily beat any team without them, but now with games like D/P and PBR having Wifi battle's they have become needed in competitive battling but in the Advanced Gen there is no point to them unless you want to battle against your friend's though the GBA games or you want to send them over to D/P and battle online.

Akways check the Compiled guides in the strategies and movesets forum for anything competetive. The following tutorial was taken from the compiled 3rd gen guide, and explains everything:
