How can you make an anti Ex deck without the likes of Suicune or Sigilyph? Safeguard is basically the best option for an Ex counter. Also the Eevolutions aren't that great as counters. Vaporeon only does 80 damage for 3 energy. Thats pretty bad. It also has to evolve. Bouffer does more damage for 3 energy as well. But its ability is helpful. Jolteon sounds like a good counter. But its as simple as switching to a different pokemon that renders Jolteon's weak attack pointless.
The best way to build an anti ex deck isn't just to put in cards that have special effects against Exs. Its to build a deck that is made to counter the strategies around the Exs you want to beat, not just doing slightly more damage or preventing them from attacking.
