ex to lvl X?

Hi everyone. I decided to get back into the TCG because I realized I had way too many cards so I wanted to at least make some good use of it :P I was wondering if ex cards can be "evolved" into lvl X cards. For example a Mewtwo ex into a Mewtwo lvl. X.

No, they cannot. Lv. X cards functionally replaced ex cards.

Ex cards are from sets that are no longer playable under the modified legal list of cards. Here is a list of all the English cards:

Scroll down until you get to the Diamond and Pearl set; that set, and all of the ones that come after it (including Heart Gold Soul Silver and Unleashed, which are not listed), are legal to play officially. The ones that come before it, i.e. the ex series cards and older ones like base and fossil, are no longer modified and therefore are not playable.

Every year, some sets are rotated out to ensure consistency within the game (your question, for example, shows how older cards and new ones sometimes conflict with each other). In September there will be another rotation, and all of the cards that come before Majestic Dawn will be unplayable.

To actually answer the question the guy asked, ex is part of the Pokemon's name. Since you can only level up from Pokemon with the same name as the Lv.X card, you can't level up from an ex. Unless there was a Mewtwo ex Lv.X (imagine the brok en ness), you wouldn't be allowed to level up from an ex.
