no idea what you mean by "other" but dpe is the way to do that for binary roms.

If your problem is that its only for fire red, that's technically the best rom to hack, as opposed to emerald for gen 3 games, but theoretically, I guess you can use it for any rom if you know all the offsets etc. and can change all the values in dpe to point to where that data would be in a different rom.

I tried the expand pokemon feature on PGE. Everything works but the only problem is I'm struggling to edit their cries since it's very buggy and confusing when I tried to edit them on a cry editor tool. So I tried searching to expand pokemon data the easier way other than the PGE but all I see is very confusing and time consuming. I really don't like those kind of tutorials so I'm avoiding it. Damn all I want to do is to just add these dumb fakemon's cries since PGE won't let me import cries for no reason at all.

If you want to use cry editor, you have to edit the ini.

I vote not bothering with PGE. It's not the stablest of tools, and like what Meister_anon~Master_o f_None said, DPE has everything already included ready to go/
