Expanding Fire Red's total moves

Well, I have a question:

Is there a tool that can expand moves' number ( I know about PGE, but it doesn't work with my ROM )
so I can just edit them, instead of hex editing?

If you want to add attacks in your ROM without PGE...you'll have to use Hex editing

I suggest you to learn hex editing....cause when you are about to create moves animation.. You'll need a hex editor anyway.
