I fixed up the lines and added in the basic colors.​

Rotom is bringing sexy back.
Added some pizazz to the bolts of energy and added a palette.

(Recolor is relevant because Rotom's bolts are blue.)

also you made the size too big on the width.
 
added basic colours and gave a pallete to who ever wants to shade it, i'd do it myself but I'm not too good at it:

Please refrain from posting a palette if you're not going to shade it. If you think that you're bad at shading, that probably means you're bad at choosing colors for a palette as well.

the palette i put in was from aggron and solrock, the two pokemon i used for the colours anyway.
i'd rather somebody use a palette that have the original colours in than any old randoms.
 
I didn't like those colors so i made similar ones
