Actually, standard Scizor is 32 HP / 252 Atk / 224 Spe. (Swords Dance) It needs the extra speed for sweep efficiency, to get off the SD more easily, or make use of its non-Bullet Punch moves.


Now, Band Scizor is 248 HP/ 252 Atk/ 8 Spd

Well I must admit my Scizor has that spread (the first you mentioned), but you gotta admit his speed isn't great, usually my opponent's pokes are faster than him.
