They can in the 2nd Generation era, the EV cap was way to high.

About moves... Hmmm... Surf is graphically appealing, but I'd stick with Ice Beam.

Houndoom and Ho-Oh. I'd say them because Houndoom just looks awesome and has some sweet moves while Ho-oh is just overall cool and knows Sacred Fire.
