I've always been a huge fan of Koga. I like his design and also the Pokemon he uses. He is the only leader that really stands out to me in Gen 1. Also, there's something about his team which I like, I actually quite liked battling him which I don't normally say about other leaders.
As for Johto, I'm gonna go ahead and say Whitney. Yes, she does have an annoying Miltank but I enjoy her. She has a stand-out personality and I adored her in the anime, too. I don't really have anything against her. Love her design and she's quite cute, so you know, that always helps.
