3rd Gen Feebas, and the Trend

Now I know that if you change the trend thing in Dewford Town then it randomizes the Feebas spots on route 119. But I went through the game without even talking to any of the trend people, I don't know what it is on my game, soo, do i need to at least talk to the person to activate the feebas, because I've been looking for like a week and nothin. Oh and before you copy and past the "How to catch a Feebas" guide here, I already read it.
 
No, you don't need to talk to anyone. Here's what I did to catch one in about 20 minutes:
Go to the top of Route 119 (past the waterfall). Register the Old Rod to Select.
Fish with the Old Rod just once in every tile of the route (I know a lot of people say 5 times, but it's more efficient just to do it once). Since Feebas has an 80% encounter rate, you should hopefully get it. Even if you miss it the first time, there are still 5 more tiles on the route.
If you go through the whole route without finding it, repeat.
 
The reason you fish 5 times on each tile is because Feebas is only an 80% encounter rate. You could easily miss Feebas in all six tiles.

Just fish 5 times in EVERY tile, starting and the bottom and working your way up, using the Old Rod, and you will run it. Then march straight to the Daycare Center and breed for Bold Nature.
