    Someone please clarify this for me cause I am getting mixed answers

    Is a low level phanpy located at the bottom of route 46 ,in the morning , in pokemon heart gold (the route 46 that you can visit on your way to cherrygrove , in your new journey)

    To answer this question you have to be 100% sure please answer

    Questions And Answers thread next time, please...

    As for the question - you can always check places like serebii.net, and so forth - according to my HG Pokedex, it can not be found on Route 46 at any time of the day - only Mt Silver and Route 45. Can't get that info from a more trustworthy source than the in-game Pokedex, methinks, so there you go.
