3rd Gen Finding shinies in generation III

In generation I there were no shinies. In generation II you could get get a decent chance at shinies through skillful breeding (as well as the strange egg and the red dragon).

In generation IV you have a decent chance at shinies using pokeradar.

How do you catch shiny pokemon in generation III? Is there any way to beat the 1/8k+ chance?

there is no way of getting shinies any easier unless if you cheat, other than that the whatever the chance is, still the same

DP-only device that allows you to find Pokemon in grass by having the spots that contain them at any particular time shake.

Also, yes, it's really all just luck in gen III.
