I don't believe so out of the box, but maybe if you look into the various day/night systems you could add one to your ROM, and that will have support for different wild Pokémon at different times?

Yeah it I already did that.

But what I want is a tool to edit the encounter tables.

What day/night system are you using? Maybe you can post in its thread and the creator can tell you if it's possible.

Use ShinyQuagsire's MEH (Map Editor of Happiness) the tools comes with an option to insert and switch Pokemon depending on the time. Just make sure to have a Rtc inserted to make it work.
