FireRed or Emerald with expanded Dex?

    I'm having some trouble getting an expanded Dex into FireRed or Emerald (up through Gen IV or Gen V would be great). I found info about Emerald 650, but I can't find any working ZIP with all the necessary tools. I was wondering if anyone just has either game with the expanded Dex saved at this point? I imagine so many people have made hacks that utilize an expanded Dex, I think it would make sense for someone to expand as a first step, and then Save As, holding onto that starting building block to go off of. Maybe I'm wrong here, but is anything like that available? I'd like to work on a hack of either FireRed or Emerald that has access to Pokemon past Deoxys.
