4th Gen Fix Power Plant?

    Can someone tell me how to fix the power plant. I have 4 Kanto Badges and need to fix the Power Plant to get to some other ones. I have never been to the power plant but I know where it is just someone tell me how to fix it to get the magnet train and radio back.
     
    Is it with team rocket ? Ummmm.. I don't really remember but I though you skip this girl gym leader.. she not there or something wrong with her pokemon and you go to the next gym. Ummmm Try Checking the old gold maybe it's the same.
     
    Got it :)

    The machine part you need is in the middle of the water in the Cerulean gym. Now I have to go through Rock Tunnel. Fabulous.
