2nd Gen Flaafy Help Please

I'm trying to do a electric type monotype challenge for on Crystal Version. I have the Zephyr Badge, but my lvl 16 flaafy won't obey me.
My questions are:
1. Why is this happening?
2. How can I fix it?

1. Is the Flaffy traded? If so, that's the problem.
2. Just get the Hive badge and then it will listen to you up until lv. 30.

If you're playing Crystal, that Flaafy has to be traded because Mareep/Flaafy can't be found in the wild in Crystal. As for badges, I don't think the first badge does anything with making Pokémon obey you, so you'll have to wait until the second one.
