    how do i get them is there an event, my friend told me you get them from he underground or something, and also do you need an event to catch Riolu?
     
    Your friend is right with that, you can find every fossil except the version exclusive in the underground.
    You'll have to have the national dex to be able to find the fossils from the other generations though.

    You can't catch Riolu, you'll team up with a trainer on iron island to battle, once you've finished he'll give you a Riolu egg if you've got an empty space in your team (if you haven't you can get the egg later).
     
    The fossils are pretty rare, search for awhile in the Underground, paying special attention to each cave when you are specifically searching for fossils.
