    I did some research for you and found the palette.
    Open your ROM in a Hex Editor (HexManiacAdvance is my choice) and navigate to offset 234648

    The background colour has the code 51 7E, the first two bytes there.
    So change those two bytes to the code that corresponds to the colour you want.
