You can still get it. It just won't have a Pokédex entry, but other region Pokémon are still obtainable through trades.

Edit: And thanks for putting up that full list. All the earlier chaos was really getting to me. XD

My FC is 3952-3556-9248 and I'll be waiting in the WFC for my turn. Much appreciated.
