[Other] Game customiser app?

I don't think this is the right place but well I have a question...

Is there an app for PC (or Android maybe) like the universal Pokemon game randomizer but where you can fully customise the starters, wild pokemon etc. by your choice? For example changing the FR starters (Bulbasaur, Charmander, Squirtle) to RSE starters (Torchic, Treecko, Mudkip) Or the starters of DPP to Groudon, Kyogre, Rayquaza. Etc.

Apart from the universal randomizer, you can use Advanced Map and a script editor, and sometimes a hex editor to change it how you like. Depending on the number of changes you want, it could take a bit of time.
