You say that the simple fact he had his Pokémon left behind was reset, but that is not full true. Yes, he started over again, Pokémon-wise, but the character development he got, stayed with him in new region. The same, unfortunately, wasn't true for for BW and that first battle with Trip was great example of that. Even though Pikachu couldn't use his electric power, if he kept his progress from DP, he should easily win against rookie trainer who just got his starter, with just Quick Attack and Iron Tail. The fact he didn't, was one of many examples how bad BW was and how overrated Trip was.
I am glad, however, I could agree with your second paragraph.
