Gen 1, the Universal Randomizer(Gen 1-5), and are the moves Completely randomized?

    So for my Blue ROM, I randomized the TMs too soon. Now I would like to have Transform on my Ditto and Mew, but I haven't seen it(or Struggle) as a TM yet. Has anyone seen them applied to TMs or have it used on you?
