[Tool] Gen 3 Tools (G3T) Table.ini error: "Length cannot be less than zero. Parameter name: length"

I've been getting into generation 3 romhacking, however I've hit a bit of a snag right at the beginning. The G3T tool, which I got from the Beginners' Directory page, always comes up with the same error
"Error reading 'table.ini' file.

Length cannot be less than zero.
Parameter name: length"
I'm not sure why this is happening, and every attempt at either googling it or simply messing with the file itself always results in this happening. It also doesn't matter if it's a fresh extraction or if I've been sitting there changing random things in the table.ini file for an hour; it always comes back with the same error the second I launch the program, and then closes itself. The readme.txt doesn't help much either, just insisting the only time that should appear is if the extraction wasn't done correctly. But I've extracted it no less than 5 times and the same error keeps popping up. Unless I've somehow forgotten how extracting a .rar file works, I don't think it's user error at this point.

If anyone has any knowledge as to what's causing this, whether it be something wrong with the .ini file itself or if I really have just completely lost it and somehow extracted it incorrectly, please let me know. Thank you in advance.
(included is the .ini file that comes with the G3T file. I have not changed it in any way)

So... I know you waited 1 year for this reply but I may have found out the solution and I'm leaving this here for anyone having this problem:

Since I also use UTAU on my pc, I changed the locale of my pc in Japanese a while ago which also changed all Txt files from "UTF-8" to "ANSI" format

The solution for me was to open the file and save it to UTF-8 as format
