Generation 1 Hacking Utilities Not Loading ROMs

    So, I've been running into an issue with Generation 1 hacking utilities, specifically RBY Wild Pokémon Editor and pretty much every Swampert Tools utility—I think GymEdit was just about the only one this didn't happen with—which prevents them from loading the ROM at all. I've tried running the utilities as an administrator, and I've gotten fresh downloads for all involved files multiple times, including the newest revisions of each tool, and it still hasn't fixed the issue. My operating system is Windows 8.1.

    Whenever I attempt to actually open a ROM with any of the utilities, I just get this pop-up:

    Does anyone know what the issue is here? I'll admit I'm kind of at a loss.

    Run the exe as an administrator (right click, run as administrator). you can change the properties so they will always run as admin.
