Last year the threads that were in the get-together were moved to the appropriate forums. But depending on the moderator of that section, making your own in the appropriate forums may or may not be allowed. Some of the threads can become rather spammy if they were permitted, but I know that a good number of staff members would encourage more participation like that in the forums that they moderate. But in the end, if you want to make a thread, like the example you provided, I would suggest discussing that with the moderator of that section to get their OK on it.
