I think this might be a glitch.
I'm just posting this because I don't wan't to miss click the "Ban" or "Kick" button by accident.

This glitch is of this screenshot I took:

    [PokeCommunity.com] (Gitch?) IRC Possible Glitch

It's about there being (Ban,Kick,OP,De-OP, Voice, & De-Voice) in the chat when I'm not even given special permissions/commands in the chat.

Could this be a glitch, or is it just what it is?

I doubt it's a glitch. iirc if you click one of them you'll get a message saying you don't have permission to do that.

By default you can enter these commands through IRC by typing /kick $username etc.

However, unless you have the permissions to do so, the commands won't actually do anything. So, this is probably a case of lazy programming whereby whoever wrote the application didn't choose to use IF statements on whether or not the person has the permission to do the action. So not a bug as such, just an undersight or deliberate ignorance. So having the controls there won't do anything unless you have the permissions, but they probably will remain there regardless of what permissions you do have.
