I recently gave rep to an individual, but it says I have zero reputation power. I looked over the rep FAQ and it states:

For every 30 points of positive reputation you have, you gain 1 point of reputation-altering power.

I have more than enough points to give at least 1 point, yet it says I have no rep power. Just curious as to why I have no rep altering power.

its due to not yet meeting the min posts required to alter rep:

    Minimum Post Count
How many posts must a user have before his reputation hits count on others? 50

Ah. My apologies. I didn't read the FAQ thoroughly enough. Thank you. :)

One other question, are Reputation points retroactive then? If I leave that there, once I hit fifty, will it award that person with the proper points or could I delete it now and re-award it later?

that I don't know.. I'd leave it there anyway.. it still looks good.. and you can always re-rep em after your get your 50 posts

To answer that question.... no they aren't retroactive. Once you give a rep (good or bad) with whatever rep power you have at that time, that is what it'll be from now on.
