Glaceon EV training/move set?

    I'm EV Training my Glaceon - it's my first time actually training for specific things, and I really don't know what I'm doing, lol.
    So far he's only at lv. 31, but he's already maxed out his Special Attack at 100. Is there something I can use to take away points from other areas to use in the Sp Atk? Also, should I concentrate on another attack or defense?
    And, last but not least, what would be a good move set for this guy and any particular item to hold?

    Glaceon - lv 31 (Timid nature)
    HP - 82
    Attack - 44
    Defense - 73
    Sp. Atk - 100
    Sp. Def 66
    Speed 58
    Ability - Snow Cloak

    Current Moves:
    Bite
    Icy Wind
    Sand Attack
    Quick Attack

    You are using Physical moves on a Physical Attack lowering natures. There are probably some better sets, but here is what I use:

    Glaceon@Petaya Berry
    Nature: Timid
    EV: 252 Sp Attack/Speed
    1. Substitute
    2. Ice Beam
    3. Shadow Ball
    4. HP Electric
     
    Glaceon @ Leftovers
    Modest Nature
    EVs: 252 HP / 252 Sp.Atk / 6 HP
    - Ice Beam
    - Fake Tears
    - Wish
    - Hidden Power Fighting

    Hidden Power Fighting and Ice Beam work well with eachother, as HP Fighting will direct neutral damage to almost every pokémon, and it's also super-effective against Steel / Ice types, otherwise Ice Beam alone would do hardly any damage to. Fake Tears and Wish for supporting moves. Fake Tears will lower the defences of annoying walls, so this way the opponent will either choose to face some heavier damage done on the next turn to them or will be forced to switch into something else.

    Modest Nature
    EVs: 252 HP / 252 Sp.Atk / 6 HP
    - Ice Beam
    - Mirror Coat
    - Wish
    - Shadow Ball

    Since it is Timid....

    Glaceon @ Salac Berry
    Timid Nature
    EVs: 252 Spd / 252 Sp.Atk / 6 HP
    - Ice Beam
    - Endure
    - Wish/Icy Wind/Mirror Coat
    - Shadow Ball

    A possible sweeper set.
     
    Fire/Fighting/Rock/Steel all super affective against Glaceon. You wanna try and base your Glacey to defend against all of them.
