Good Lugia Set?

- Recover
- Whirlwind

I gave it enough speed to outrun a speed nature Groudon and Kyogre (Kyogre is probably pointless though), and enough SAtk to OHKO Groudon after 2 CMs. Not sure if all that was necessary though.

Surf insted of WW, with a Modest Nature should OHKO Groudon (haven't done the calculations yet, but it should) without any calm Minds.:D

Uh, 237 SAtk vs Groudon's 215 SDef = 45-52% with Surf. 2 CMs still is only 88-100%.

Why Surf though? It doesn't have anything over Ice Beam in the Uber metagame, except against Metagross. IB still works better against Rayquaza and Lati@s.
