Only thing that outspeeds is deoxys speed form, and I'm not sure if electrode does too.

This sort of threads pop up every now and then, where at one moment, the creator stops posting and just watches how the others argue with YoMama about movesets.
That set is stupid. Ingame and Netbattle both. Ingame you can outspeed everything with one Speed Boost. And if you have Silver Wind you can do something too. Not just pass. Same goes for NB. Get it in your head, people that know much more about pokemon than you told you so.
I rest my case.

Don't worry, you didn't offended anyone, I just stated a common fact :P. You're an exception, but usually when someone new posts something like this, that happens. And YoMama won't agree to anything, and won't even say why his set is better. Ask all the other guys, they all kind of dislike him.
About the set, you're better of breeding for Silver Wind for STAB. You probably have other flying moves, and with Silver Wind, you can hope for hax too. Oh, yeah, and kill psychics. :P Outspeed Zam and Silver Wind him to death lol. It's just that, with Protect, you probably won't survive to pass more than one Speed Boost. Except if your opponent is really stupid, has no damaging moves or is seriously underleveled.
