I believe both are Careful, and both are UT.
Ho-oh is LV71, but the small amount of EVs were erased using berries.
Latias is LV50.

Let me think about what to offer for the Elekid then..

Would a Timid Gastly do for a male Adamant Elekid w/ egg moves?
She has Shadow Ball and T-Bolt as TM moves already, and has decent IVs.

I was thinking they'd at least be equal 'cause of the IVs, but ah well.. :P
