I'm going to pretend that Thought Ruler Archfiend and those rich kid's solemn judgment doesn't exist or something :3 Just because... myeah.

Random deck just to say "hi guys" really XD; slapped together in 30 min. I'll refine it another day XD

    Monsters 18
    3 Abyss Soldier
    1 Elemental Hero Stratos
    3 Elemental Hero Ocean
    3 Rose, Warrior of Revenge
    1 Skreech
    3 Mother Grizzly
    3 Penguin Soldier
    1 Morphing Jar

    Spells 17
    3 Savage
    2 The Shallow Grave
    3 Book of Taiyou
    2 Book of Moon
    2 Book of Eclipse
    3 Reinforcement of the Army
    1 Heavy Storm
    1 Monster Reborn

    Traps 6
    3 Phoenix Wing Wind Blast
    2 Desert Sunlight
    1 Torrential Tribute

    Synchron deck
"your usual stuff" (you know what they are)

Well everything's cool with book of eclipse as long as I bounce them off the field right? XD; In theory at least. I just slapped this together before Digi pounds me on MSN to help revive this "wasteland forum"

Intense bounce strategy with Ocean and Savage returning fodder. The books and morphing jar function as my draw, and technically since i'm always bouncing, their hand should be losing cards from morphing jar while I exhaust my hand. Slowly chip things away after you bounce stuff ;p For fun only.

    Hmm...

At a glance, I'd say that I can see this deck doing fun things with Spiritual Water Art- Aoi. Seriously, if you do end up flipping Penguin Soldier on your own turn you could return it to your hand.... or you could tribute it, get information on everything your opponent has plus a free discard, and then Shallow Grave it for the win. It may not save you from taking damage as often as Desert Sunlight, but it's way more useful.

Interestingly, I can't find a single card named "Savage" on the YGO wiki. Mind adding the effect for a fellow manly man who plays children's card games?

So, my "fix" would be, in summary....

    -1 Phoenix Wing Wind Blast
    -2 Desert Sunlight

    +3 Spiritual Water Art- Aoi

On the one hand, you lose defensive ability and one of your bounce cards. On the other hand, you get what essentially equates to a slightly weaker Trap Dustshoot that you can run in threes.

he probably means salvage when he wrote that, typo i guess...actually it's surprising savage isn't a card or something...i guess savage something maybe...

I mean Salvage >_<; the one where you get back 2 nifty 1500 or lower water monster

I might have caught that if it hadn't been for the fact that you typed "Savage" twice. XD

I'm just gonna go ahead and ask WTF Skreech is doing in the deck, now that I know its effect. About all I can think of is getting you some waters in the graveyard for early recursion, but let's face it: every monster in this deck is weak enough that it's a given that something the opponent plays is going to run it over. The only monster in here even remotely capable of smashing face is Soldier of the Abyss. I suppose you can count in Rose and your Synchros, but otherwise you aren't running anything big enough to justify needing Skreech for extra grave-filling speed. So I'd amend my previous "fix" by dropping Skreech and keeping your third Wind Blast.

    THT IS ALL.

    just faster mill to draw better things as you know how some of these monsters are weak enough to be run over by anything, you are better off to either special summon them or put a few into the graveyard and pick them up with salvage or ocean later XD;

But the only thing that Ocean could pick up is Stratos and other Ocean, the former unaffected by Skreech and the latter kind of useless in this deck (if there's something on the field that the first one can't stop, the second one isn't going to help you any).

...In all honesty, Stratos and Ocean look to be there just for the sake of being there with Reinforcement or maybe Salvage. They're not really doing anything for you besides just sitting in the deck, so I'd have to suggest dropping them (and a single RotA with them since the only remaining target is Rose) for something that can actually help with the theme you have going, like the Sangan that's somehow missing. Between all of the bouncing and potential Morphing Jar recycling you have going on here, Protector of the Sanctuary might be worth a look in this deck for the hand-depletion factor and extra walling. If you want to focus specifically on dedicated bouncing, then the overlooked Dark Cat with White Tail could work for the sake of doing both of Penguin Soldier's potential tricks at once if you flip it during your turn, although it'll admittedly be trouble if it gets attacked. And, with Moon and Eclipse flipping everything facedown, you should probably be running Nobleman, or Shield Crash at the very least.

So, the fix would be something like...

    -3 Elemental Hero Ocean
    -1 Elemental Hero Stratos
    -1 Reinforcement of the Army

    +1 Sangan
    +2 Nobleman of Crossout

+2 Dark Cat with White Tail OR +1 & +1 Protector of the Sanctuary

As long as we're talking about just playing this deck for fun, I would also like to randomly toss the name Degenerate Circuit into the mix.

EDIT: I can't believe I missed this before: Junk Synchron & Warrior, anyone? Even before any of the above changes, you have four Level 2 monsters in there, three of which can be dragged out and recycled as necessary. It would only make sense to play off of this with a big beater, right? It'll at least give those Penguins something else to do once they've bounced the opponent's field as well as more reason for discarding them for Abyss Soldier's effect.
