Question about the Zeus Pokemon.

It has to be the highest level on your team, does that mean when you catch it it has to be higher than any other team member or you can catch it if it's lower leveled but you have to immediately grind it to be the highest level?

It needs to be the highest level as soon as possible. That's it. If another Pokemon is the same level stalk it's training and train Zeus more before training your next god.
