well, if you're able to clone i'll let you have the starmie ~ otherwise it's not for trade.. since it's essential for my team ^^

as for EV's and IV's, i'll write you down the basics!

EV's = Effort Values..
If you have a UT pokemon, all ev's will be at 0.. but say that you kill 10 patrat wich gives you +1 in attack ev each, you're attack ev will be 10 :)
The maximum ev's in each stat is 255, and maximum over all is 510 - with other words : you can max 2 of the stats!
for each 4:th ev you earn, your desired stat goes up by +1.
There are several ways to speed this up, you can read about that here:

you will also find an article about IV's (individual values) in the menu to the right!
