That's in the Rocket Warehouse on Five Island but his team is the same (if I remember correctly) as the Admin in the Radio Tower that is attempting to transmit the message to Giovanni.

Oh, and Y'know, with this happening, does anyone think there will be a Nintendo DS GSC Remake? Since GSC is a successor...
