And it can learn it by giving the heart scale to that guy. its a pre-eveloution move so can re-learn it.

edit: No pokemon can't learn pre-evolution moves unless it can learn it too.

I know what you mean. I evolved my starmie after over 5 hours of breeding to EV train it. *FacePalm* What is you shiny untouch modest Stayu's ability?

surf only hit everyone in double though and can be good it hits two of theirs and if your poke has water absorb then its great!
