4th Gen gym leaders > elite 4?

Yeh but when you battle the elite four for the second time there much stronger e.g. Lance the dragon master has a level 75 Dragonite :D
 
Because you go to Kanto AFTER you beat the Elite 4. If the Kanto leaders weren't stronger then battling them would be extremely boring. And yeah, after you beat all the Kanto leaders the Elite 4 get much stronger.

what i mean is that lance is the champion, and has lower leveled pokemon than kanto leaders. think of it this way-
some kid starts his adventure in kanto
battles the gym leaders
goes to elite 4
battles the champion of jhoto and kanto and his pokemon are even lower leveled than bug catchers from viridian.
What you just said doesn't make sence 0_0

In HeartGold and SoulSilver, you don't have the option of starting off in Kanto first and later going to Johto. You start off in Johto always and after defeating the Elite 4 and Champion, you move onto Kanto. The reason why the Kanto Gym Leaders are stronger is because you wouldn't want to go to Kanto and see they're low levels when you're pretty high already. So, they boost the challenge of the game at this point. Later on, when you go to rematch the Elite Four and Champion however, their team rosters are altered and their levels become much higher. So, it's a win/win situation after.
