Yep, I only just figured how to connect to Wi-Fi (today, I'm a bit of a n00b) so I was wondering a few things.

1. Do I go to the place in the basement of the PokeCentre?
2. Are you trading off your Platinum or Pearl because I don't know which friend code to use?
3. Does it matter where I go (which city)?

Another thing, I'm still on Sinnoh Dex. Does this matter?
 
1. You'll go down the the Basement of the Pokemon Center and talk to the middle receptonist.

2. I am trading off my Platinum

3. It doesn't matter which Pokemon Center you go to.

4. I think a Level 3 Shinx is too common for a Torchic. I'm afraid you need the National Dex to get the Torchic. Sorry...:( (If you actully have one that is.)

No, it isn't possible to get a Pokemon which cannot be found in the Sinnoh Dex. The only way to get different Pokemon is by getting the National Dex. Hope this helps.
