alot of the other things are based on personal preference, but, rest on steelix would benefit your team alot

if porygon has a bit of damage on it salamence sweeps this team, also quite a heracross and special sweeper weakness

No it doesn't. Wobbuffet is claused, and the only reason you'd use Toxic on Porygon2 is for a Wobbuffet counter.
