4th Gen Having speed boost torchic in Soul Silver?

Good day!

Just wanna ask, how do you get a Speed boost Torchic? And also, is it possible to have that specific Torchic with a Flare Blitz and Hi Jump Kick?

I don't think you should get Speed Boost Torchic in generation four games, unfortunately. :( It's a hidden ability for this Pokémon; hidden abilities were introduced as a new feature in Black and White, so they're available only after generation five.

It doesn't get High Jump Kick as far as Blaziken's 4th Gen learnset is concerned, but it does learn Flare Blitz at Level 66, which is its last level-up move in that generation.
