I have a Ruby cartridge loaded in to the DS and have been wondering around the Eye Room for about an hour and all I've found are ghastly. Is there another requirement for finding Gengar? Like a certain lvl your pokemon have to be at?
First of all, you have the wrong GBA game in the GBA slot. It has to be either FR/LG I believe. It wouldn't make sense to have haunter/gengar be obtained in D/P when having a 3rd generation game in it that you can't even obtain the pokemon in!

What are you talking about dude? The freaking Official Strategy Guide as well as every other guide website said that it can be ANY Game Boy Advance Pokemon game, including Ruby.
Try beating the E4 first. Or maybe even getting the National Dex. Even though Gengar is in the Sinnoh Dex, all the other GBA insertion Pokémon are obtained after you have the Nat Dex. And yes, any GBA game in the GBA slot activates it.
