[Other Question] Having trouble with the water tiles

Hi guys
I am new to all this and I am having trouble with the water tiles
I made a small pond on the second layer on my town but the pond is not appearing in the game.
Then I tried to surf on it and I can.

Check how Cedolan City haves its water tileset.
1th layer:

2th layer:

You need to put water tileset into first layer.

Putting the pond on the first layer solves the problem
