Hypnosis with Specs?

I think you should change hypnosis/mean look with Energy ball, Focus Blast, Thunderbolt or psychic.

what about Natures?

Im pretty sure bright powder is banned from competitive battling.

I'm not too keen as to how Tangrowth works, but I know a few people use it Physically.

Putting a wall to waste with Explosion is the worst idea ever.
Use Thunder, and abuse ParaFlinch.

Okay, first of all, the format you have your EVs in SUCKS. Put the number, followed by the abbreviation (Atk, Def, Spd, SAtk, or SDef)

Next, 252 spreads also suck. Perhaps you need to read up on PROPERLY distributing EVs.
Lastly, you need Natures. They're one of the important parts of team building.
