help getting prerelease for my league

hi guys, new to forums here so sorry if this is in the wrong place :p, i need some help in figuring out how i go about getting prerelease for my league in dublin, ireland, we have about 22 players so we're not a small league, i've looked everywhere and can't find any information on how getting prerelease for boundaries crossed, any help is much appreciated in sorting this out :)

I do believe the first step you need to take is to become an official tournament organizer with Play!Pokemon.

see the problem is the place we play our weekly league in tried to become a TO but apparently we need to have atleast one pokemon professor before we qualify for it and no matter how hard we try nobody in our league seems to be able to pass it, although we have come pretty close a few times, so i guess we just gotta wait till we pass the test, thanks for the help :)
