3rd Gen help in pokemon firered

You need to complete the main Sevii Island quests, if I'm correct. That means having Celio finish making the trading center in one of the first three isles that allows you to trade to R/S/E.

However, I'm probably wrong.
 
i think your correct and if im right you got to get all of the islands and then talk to the guy and then he sails you there and then!!!!!! ........ You Get Lugia and Ho-Oh!
 
You have to finish EVERYTHING (Cerulean Cave is optional) before you can sail to Navel Rock and Birth Island....I think. That means getting the Ruby and Sapphire plates and fixing the Network Center.

Actually I hacked the tickets for LG and Emerald (well for Emerald, I ended up using the warp code to get to Mew), both ended up working.

Try getting them with a GameShark code? I don't play Emerald that much, so I won't be much help, sadly.
