Lol, I reported that >_>; Now I help you.

    Electivire/Garchomp-Physical sweeper
    Empoleon-Sp tank
    Hippowdon-Physical wall

All I can think of right now.

BOLD = It's not in the sinnoh dex, so I believe it's technically not part of Sinnoh

Now for my suggestions (using this as my guide)

Garchomp - Physical Sweeper (yeah same as Cakekun but he is a good sweeper)
Blissey - Special Wall (it's part of the Sinnoh dex :P)
Gengar - Special Sweeper (a Kanto poke in Sinnoh, take advantage of Gengar's sweeping capabilities)
Steelix - Physical Wall (still in sinnoh, so technically a sinnoh poke)
Bronzong - Physical Tank (With proper training, this guy can dish it out like some of the best tanks)
Starter - whatever role your starter plays

That's all I can think of now

He's probably in need for one of a special Sinnoh-only tournament of some sort (either that or for novelty, heck I dunno)
Anyway, here's what I came up with:

    Steelix @ Leftovers
    Ability: Sturdy
    EVs: 248 HP / 84 Atk / 176 Def
    Impish Nature (+Def, -SAtk)
    - Stealth Rock
    - Roar
    - Earthquake / Gyro Ball
    - Rest / Stone Edge
Maybe not one of the best sets, but uh, yeah. Physical Tanking.

    Blissey @ Leftovers
    Ability: THICK FAT Natural Cure
    EVs: 212 HP / 216 Def / 80 SAtk
    Bold Nature (+Def, -Atk)
    - Softboiled
    - Ice Beam
    - Thunder Wave / Thunder
    - Aromatherapy
Special Tank + Cleric. Thunder for that extra kick against Gyarados if you dare.

    Heracross @ Choice Scarf
    Ability: Guts
    EVs: 4 HP / 252 Atk / 252 Spd
    Adamant Nature (+Atk, -SAtk)
    - Close Combat
    - Pursuit
    - Megahorn
    - Stone Edge
Use this to absorb Willy Wisps and Toxics.

    Gyarados @ Leftovers
    Ability: Intimidate
    EVs: 128 HP / 204 Atk / 176 Spd
    Adamant Nature (+Atk, -SAtk)
    - Dragon Dance
    - Waterfall
    - Ice Fang / Stone Edge
    - Earthquake / Taunt
Taunt to prevent random roaring, I guess.

Gengar @ Choice Specs / Life Orb
    Ability: Levitate
    EVs: 4 HP / 252 Spd / 252 SAtk
    Timid Nature (+Spd, -Atk)
    - Shadow Ball
    - Thunderbolt
    - Focus Blast
    - Hypnosis / Energy Ball
Hypnosis might be useful if you run Life Orb. Otherwise, Energy Ball.

    Tentacruel @ Black Sludge
    Ability: Liquid Ooze
    EVs: 208 HP / 216 Def / 84 SAtk
    Bold Nature (+Def, -Atk)
    - Rapid Spin
    - Toxic Spikes
    - Surf
    - Ice Beam
Unfortunately for you, this is the only thing within Sinnoh Dex that can pull a Rapid Spin. ._.'

There ya go. You'll have to attack QUICK with Tenta or Gyarados to cover up the throbbing Garchomp weakness.

Good Sinnoh team, but why would you want to make a Sinnoh only poke team?

Steelix can actually pull off explosion very well, but with so many options more for it in 4th gen, it isn't really necessary...
